百年未有之大变局时代,世界的动荡变革期与我国的战略机遇期不期而遇。党的十九届五中全会站在这个重要的历史交汇点,提出了全面建设社会主义现代化国家的纲领、目标和原则。面临错综复杂的国际形势,艰巨繁重的国内改革发展稳定任务需要国家治理现代化提供助力和保障。为了迎接新的发展阶段、提供新的发展动力、解决新的社会矛盾、面向新的智能时代、构建新的世界秩序,必须构筑高质量发展能力、改革创新能力、社会治理能力、数字治理能力、全球治理能力,全面推进国家治理体系和治理能力现代化,进而开启全面建设社会主义现代化国家的新征程。

In the era of great changes unseen in the last century,the period of world turbulence and transformation and the period of strategic opportunities in China are overlapped coincidentally.At this important historical intersection,the Fifth Plenary Session of the 19th CPC Central Committee put forward the program,objectives and principles of building a socialist modern country in an all-round way.Facing the complicated international situation and the arduous task of domestic reform,development and stability,assistance and guarantee provided by the modernization of national governance are needed.In order to meet the new development stage,provide new development impetus,resolve new social conflicts,embrace the new intelligent era and build a new world order,it is necessary to become more capable of high-quality development,reform and innovation,social governance,digital governance and global governance;comprehensively modernize China’s governance system and capacity for governance;and then begin the new journey of building China into a modern socialist country in an all-round way.
