数字普惠金融下蚂蚁金服与政府合作模式研究——以山东省新泰市为例

Research on the Cooperation Model Between Ant Financial and the Government Under the Digital Financial Inclusion——Taking Xintai City,Shandong Province as an example

近年来,数字普惠金融逐渐成为缓解落后地区以及低收入群体融资困境的有效手段,但目前对于数字普惠金融具体发展模式和作用方式的探索尚显不足。基于此,本文着眼于具体实践中的创新做法,在详细分析山东省新泰市蚂蚁金服与政府合作的背景、方式和成效的基础上,总结了这一模式对发挥数字普惠金融作用的启示。研究认为,在建立“信息+技术+平台”的新模式下,信息共享机制能够有效助力征信体系建设;数字普惠金融与传统金融能够形成优势互补;跨部门合作是打破整合要素资源的必然选择。此外,针对合作模式中存在的不足之处,本文进一步提出应该从创新金融服务、健全互联网基础设施、优化信息共享机制以及完善监管制度几个方面出发,进一步强化合作模式的数字普惠作用。

In recent years,digital financial inclusion has gradually become an effective means to alleviate the financing difficulties of underdeveloped areas and low-income groups.But the current exploration of the specific development model and mode of action of digital financial inclusion is still insufficient.Based on this,this paper focuses on innovative practices in specific practices.It also summarizes the enlightenment of developing digital inclusive finance of this model after specifically analyzing the background,modes and efficiencies of the cooperations between Ant Financial in Xintai and the local government.The study shows that under the new model of"information plus technology plus platform",the information sharing mechanism can effectively help the construction of the credit investigation system;digital inclusive finance and the traditional finance can form complementary advantages;cross-sectoral cooperation is the inevitable necessity of breaking the integration of element resources select.In addition,in view of the shortcomings in the cooperation model,this paper further proposes that the digital inclusive role of the cooperation model should be further strengthened from the aspects of innovative financial services,improving internet infrastructure,optimizing information sharing mechanisms,and improving the regulatory system.
