我国高校教师人事制度改革:现状、问题与挑战

Reform of Personnel System in Chinese Universities:Current Status,Problems and Challenges

随着我国高等教育向内涵式发展与质量提升方向转型,各高校尝试通过教师人事制度改革,构建卓越而有活力的教师队伍,为人才培养和学术研究提供充足智力支持。基于高校人事管理人员问卷调查数据,针对我国高校教师人事制度改革的具体举措、整体成效以及改革存在的主要问题开展实证分析。研究发现,为提升教师队伍活力,各高校推行了师风师德建设、教师队伍结构建设、教师聘任与管理模式改革、教师晋升与薪酬体制改革等一系列改革举措。然而,在内外保障条件不完备的情况下,教师队伍结构不合理、绩效考核机制不成熟、人事管理工作专业性缺失等问题凸显,改革整体成效与预期尚存在一定差距。

With the transformation of higher education in China towards connotative development and quality improvement,all universities have promoted the reform of the faculty personnel system,which aims to provide sufficient intellectual support for talent training and academic research through building an excellent and enthusiastic faculty.Based on the questionnaire survey data of university personnel administrators,this study conducts empirical analysis on the specific measures,overall effectiveness and main problems of the reform of the faculty personnel system in Chinese universities.This study finds that in order to stimulate faculty enthusiasm,most universities have implemented a series of reform measures such as faculty ethics construction,faculty structure construction,faculty appointment and management,and faculty promotion and compensation system.However,in the context of incomplete internal and external guarantee conditions,there is still a certain gap between the effectiveness and the expectations.In the process of reform implementation,universities are facing problems such as unreasonable faculty structure,immature evaluation mechanism,and lack of professionalism in personnel management.
