超越“中心-外围”的世界体系分析模式--兼论“构建人类命运共同体”的全球治理意义

A World System Analytical Model Beyond the"Center-Periphery"Model——On the Global Governance Significance of"Building a Human Community with a Shared Future"

变革不平等的国际关系,是当今国际进步力量的强烈诉求。"中心-外围"分析模式吸收了马克思主义相关思想资源,对现代世界体系的不平等性进行了深刻批判。近年来,国内外学术界运用这一分析模式,对当今国际体系作出了"多极化世界""一超多极""中国中心""中国准中心"等结构分析。这些分析各有其长,也各有待议之处,且面临共同的解释难题。发展当代中国马克思主义,必须积极回应人类社会的重大关切。从一定意义上说,构建人类命运共同体的国际主张,积极回应了"中心-外围"分析模式的资本逻辑批判、霸权主义批判和国际关系民主化诉求。同时,较之后者表现出来的对现代世界体系的单一性质定位、霸权周期律的世界历史叙事、变革世界体系的理想主义方式,体现出多重意义上的超越,为推进新型国际关系建设和全球治理体系改革贡献了中国方案。

Changing the unequal international relations is a strong demand of the international progressive forces.The "center-periphery" analytical model exploits the relevant ideological resources of Marxism and criticizes the inequality of modern world system.In recent years,the academic circles at home and abroad have used this analytical model to make structural analysis of the current international system with concepts of "multi-polar world","one superpower and multi-polar powers","China center" and "China quasi-center".These analyses have their own advantages,though with reservations,and they face common interpretation problems.To develop contemporary Marxism in China,we must actively respond to the major concerns of human society.In a certain sense,the international proposition of building a human community with a shared future has responded positively to the "center-periphery" analytical model’s criticism of capital logic,hegemonism and democratization of international relations.At the same time,due to the latter’s single-nature positioning of the modern world system,its world historical narration of hegemonic periodic law,and its idealistic way of changing the world system,it has been transcended by the former in multiple dimensions,contributing the China program for the construction of new international relations and for reform of the global governance system.
