摘要
高新技术产业的发展对于区域经济具有辐射和带动作用。知识经济时代,产业知识溢出效应下由技术的自然输出和外溢而产生的知识复制和再造,对高新技术产业的创新影响显著且研究空间较大。本文基于知识溢出的视角,对北京某高新区数据建立评价指标体系,基于一级指标的性质和特点分别使用熵值TOPSIS法准确评价区域高新技术产业创新能力,运用BP神经网络模型预测区域高新技术产业创新潜力。同时,本文基于数据包络分析模型的效率评价指数算法,分析区域高新技术产业创新转化能力,构建综合评价体系后,对评价结果进行量化和诠释,并提出提升创新能力的相关建议。
The development of high-tech industries has a radiating and leading role in regional economic development.In the era of knowledge economy,the knowledge duplication and reconstruction produced by the natural output and spillover of technology under the effect of industrial knowledge spillover has a significant impact on the innovation of high-tech industries and a large research space.Based on the perspective of knowledge spillover,this paper establishes an evaluation index system for the data of a certain high-tech zone in Beijing.Based on the nature and characteristics of the first-level index,the entropy TOPSIS method is used to accurately evaluate the regional high-tech industry innovation capabilities,and the BP neural network model is used to predict the regional high-tech industry Industrial innovation potential.At the same time,based on the efficiency evaluation index algorithm of the data envelopment analysis model,this paper analyzes the innovation and transformation capabilities of regional high-tech industries,builds a comprehensive evaluation system,quantifies and summarizes the evaluation results,and proposes targeted methods for improving innovation capabilities.
