摘要
传染病防治专项作为民口项目被纳入国家科技重大专项,研究任务艰巨,涉及范围广泛,参与单位众多,并且资金数额巨大,因此加强全过程管理十分必要。首都医科大学附属北京胸科医院针对近年申报和管理的传染病重大专项工作中遇到的问题,运用PDCA循环管理方法,进行分析并提出解决方案,实施后再进行验证与总结,取得明显成效。PDCA管理方法作为传染病重大专项项目管理手段,有助于解决项目过程中遇到的科研和管理问题,有一定实用价值。
In order to implement the spirit of the National Outline for Medium-and Long-term Scientific and Technological Development(2006-2020),enhance the prevention and control ability of major infectious diseases and emerging infectious diseases,and reduce the morbidity and mortality of major infectious diseases,the State Council launched the Department of Prevention and Control of Major Infectious Diseases such as AIDS and Viral Hepatitis in 2008.Major technical projects(hereinafter referred to as major projects).This project is set up to meet the major needs of improving the health level of the population and maintaining social harmony and stability.It has the characteristics of tight time,heavy tasks and high requirements.Therefore,it is very important to strengthen project declaration,process control and fund management.In this paper,PDCA cycle theory is used to manage the major special projects undertaken since 2008,which significantly improves the efficiency of project establishment and management.
