价值医疗推动我国医疗服务模式转型

Value-based healthcare promote the transformation of medical service mode in China

在全球范围内控制医疗费用不断上涨的背景下,价值医疗成为全球未来医改的重要方向。国内医疗资源分布不均衡,过度医疗与资源短缺现象并存。价值医疗模式强调以患者为中心,在一定成本下创造最优的医疗价值,弥补过去只强调服务数量而不强调医疗质量和效率的不足,从而提高医疗卫生服务的公平可及性,这与公立医院公益性的发展目标相契合。作者总结了国内外学者对价值医疗的定义,从不同利益相关方的角度探讨如何识别高价值医疗,结合国内实际情况,为快速推动价值导向型医疗服务模式的转型提供参考与建议。

In the context of controlling the rising cost of health care worldwide,Value-Based Healthcare(VBHC)has become an important direction of global future medical reform.In China,the distribution of medical resources is unbalanced,and the phenomenon of excessive medical treatment and resource shortage coexists.VBHC emphasizes patient-centered,creates the optimal medical value at a certain cost,and makes up for the shortage of merely emphasizing the quantity of service but not the quality and efficiency of medical treatment in the past,so as to improve the equity and accessibility of medical and health services,which is consistent with the development goal of public welfare in Chinese public hospitals.This paper summarizes the definitions of VBHC proposed by domestic and foreign scholars,discusses how to identify high-value medicine from the perspectives of different stakeholders,and provides references and suggestions for rapidly promoting the reform of value-baseded system of medical services based on the actual situation in China.
