城市建筑垃圾资源化多元协作性治理研究

Research on the Multiple Collaborative Governance of the Urban Construction Waste Resources

多元协作性治理能够有效化解集体困境中不同利益主体之间的矛盾和冲突,是解决城市治理难题的不二法门。文章以深圳市城市建筑垃圾资源化工程为主要研究对象,通过对深圳市现有的建筑垃圾治理主体、机制和运作结构进行调研,探讨深圳市各主体在城市建筑垃圾资源化多元协作性治理工作的作用和责任;分析了当前深圳市城市建筑垃圾资源化多元协作治理工作中的问题;认为需要从强化利益主体作用、建立多层次机制、完善多元主体运作结构等角度进行深圳市城市建筑垃圾资源化多元协作性治理。

Multiple cooperative governance can effectively resolve the contradictions and conflicts between different stakeholders in the collective dilemma,which is the only way to solve the problem of urban governance.This paper takes the Shenzhen municipal construction waste recycling project as the main research object,and the investigation of the main body,mechanism and operation structure of the existing construction waste treatment in Shenzhen,and explores the diverse and collaborative management of urban construction waste resources in Shenzhen;and analyzes the problems in the diversified and collaborative management of urban construction waste resources in Shenzhen;believed that it was necessary to strengthen the role of stakeholders,establish multi-level mechanism and improve the operation structure of multi-level subjects in the multi-level collaborative governance of urban construction waste resources in Shenzhen.
