政务数据中台:城市政务服务生态新动能

Middle-End of Government Data:New Driving Force of Urban Government Service Ecosystem

党中央、国务院一直高度重视数据资源在政务服务中的应用,大力推进政务服务高质量发展。然而,当前部分政务系统间的连通和协作现状,仍难以满足城市政务服务生态系统对政务服务数据资源的应用需求。本文提出构建政务数据中台,对其本质内涵、核心价值、运行逻辑、应用场景及建设对策等进行探讨,为相关研究及实践探索提供参考。政务数据中台面向政务服务体系,标准化采集各渠道数据,最大化抽取前台共性需求、集成后台可复用功能,实现数据资源全归集,数据出口全统一,以微服务的方式针对前台个性化需求,动态配置和组合后台资源,形成政务服务合力,释放数据资源价值和数据服务效能,提升政务服务敏捷度,从容应对移动网络环境下场景化应用和轻量级碎片化服务需求,创新政务服务模式,解放更多人力、财力、物力、智力资源,提高人民群众获得感、幸福感、安全感。

The Central Committee of CCP and the State Council have always attached great importance to the application of data resources in government service and vigorously promoted the high-quality development of government service.However,the current situation of connectivity and collaboration among some government systems is still difficult to meet the application demands of government service data resources in the urban government service ecosystem.This paper proposes to construct middle-end of government data,and discusses its essential connotation,core value,operation logic,application scenarios and countermeasures of construction,so as to provide reference for relevant research and practical exploration.Towards the system of government service,the middle-end of government data collects standardized data from all channels,maximally extracts the common needs of the front-end,and collects the reusable functions from the back-end,so as to carry out the comprehensive convergence of data resource and the integration of data exits.The middle-end of data meets the personalized needs of the front-end in the form of micro-service.It dynamically configures and combines the resources from back-end to form the resultant force for government service,unleash value and service effectiveness of data resource,improve the agility of government service,meet the needs of scenario-based applications and fragmented service in the mobile network environment,and innovate the pattern of government service.
