Intelligent Community Governance:Analysis Framework and Multi Case Comparative Study

智能化社区治理是将互联网、大数据、物联网、云计算、人工智能等新一代信息技术应用和嵌入社区治理体系的新型社区治理模式。本文提出和界定了智能化社区治理的内涵与特征,根据政府主导性和居民自治性建构了智能化社区治理分析框架,并将我国各类智能化社区治理实践分为技术增能、技术赋权、增能赋权与技术脱嵌四种类型。从动态发展的视角看,不同智能化社区治理类型可能发生彼此转化。基于对S市四个智能化社区治理案例实施过程、面临问题及发展趋势的分析,初步解释和验证了本文提出的智能化社区治理分析框架。

Intelligent community governance is a new community governance model that applies and embeds the new generation of information technology such as Internet,big data,Internet of things,cloud computing,artificial intelligence into the community governance system.Its aim is to perfect the community governance system and improve the level of community governance.This paper puts forward and defines the definition and characteristics of intelligent community governance,constructs an analysis framework of intelligent community governance according to the government leading and resident autonomy,and divides all kinds of intelligent community governance practices in China into four types.From the perspective of dynamic development,different types of intelligent community governance may transform each other.Based on the analysis of the implementation process,problems and development trend of four intelligent community governance cases in S City,the analysis framework of intelligent community governance proposed in this paper is preliminarily explained and verified.
