“十四五”卫生健康发展新要求初探

A preliminary study on the new requirements of the “14th Five-Year” health development

百年未有之大变局既是"十四五"不确定性增强、风险发生概率较高的时期,也是结构变化与结构重塑的重要时期。理解"十四五"面对的这种新形势、新内涵,坚守卫生健康的基础地位,发挥支撑性作用,对于加快建设社会主义现代化强国、实现第二个百年奋斗目标至关重要。文章认为,中国成长为世界第二大经济体、两个一百年的"中国梦"、人口老龄化、医疗技术的发展和风险社会等5个方面,不仅具有卫生健康的丰富内涵,且由于其基础性地位,也将对卫生健康管理体制、工作机制等带来深刻的影响。

The great changes not seen in a century are not only a period of increased uncertainty and higher risk probability during the "14th Five-Year", but also an important period of structural change and structural remodeling. Understanding the new situation and connotation of the "14th Five-Year", sticking to the "basic" status of health and playing the "supporting" role are of vital importance for accelerating the building of a great modern socialist country and realizing the second centenary goal. The article suggests that China’s growth for the world’s second largest economy, two centenary "China dream", aging population, the development of medical technology, and risk society not only have the rich connotation of health, but will also bring about profound influence on health management system and work mechanism for their fundamental status.
