摘要
在概述草原承包经营权流转概念的基础上,将草原承包经营权的历史进程划分为萌芽时期、认可时期和鼓励时期3个阶段,并剖析了草原承包经营权流转的特征,分析了草原流转市场、草原流转参与主体、草原流转过程中草场的利用与建设存在的问题,提出了针对性的建议。
On the basis of outlining the concept of the transfer of contracted grassland management rights,the historical process of grassland transfer was divided into three periods:embryonic period,recognition period and encouragement period.The problems existing in the grassland circulation market,the participants of grassland circulation and the utilization and construction of grassland in the process of grassland circulation were analyzed;some pertinent suggestions were put forward.
