孕育“中国新大学”:粤港澳大湾区国际高等教育示范区的实践路向

Nurturing“New University of China”:Practical Direction and Route of International Higher Education Demonstration Zone in Guangdong-Hong Kong-Macao Greater Bay Area

建设国际高等教育示范区是提升粤港澳大湾区高等教育综合竞争力的重要布局,也是未来区域高等教育的鲜明特征。孕育立德树人且融合共治、高起点有影响力、面向未来有引领作用、走向国际有示范性的“中国新大学”为大湾区国际高等教育示范区未来建设提供了新视野、新角色和新路径。在国际高等教育示范区内孕育“中国新大学”,既有规划明晰、需求旺盛、资源丰富等可行条件,也有内部文化价值神离、治理现代化升级滞慢、高校设置的范式传统、学科建设的路径依赖、外联水平和形态落后等现实藩篱。以建设“中国新大学”为牵引促进国际高等教育示范区形神兼备,需要重点实现从利益共同体、传统性管理、单一性办学、过去式学科、单向性引进向文化共同体、现代化治理、多主体交融、未来型组织、双向性合作等的系统转化。

The construction of International Higher Education Demonstration Zone(IHEDZ)is an important layout to enhance the comprehensive competitiveness of higher education in Guangdong-Hong Kong-Macao Greater Bay Area,and is also a distinctive feature of regional higher education in the future.Building“new university of China”with moral education and integration of governance,high starting point and influence,leading role in the future and international exemplary provides a new vision,new role and new path for the future construction of higher education in Greater Bay Area.The cultivation of“new university of China”in IHEDZ has not only feasible conditions such as clear planning,strong demand and rich resources,but also practical barriers such as internal cultural value separation,slow upgrading of governance modernization,traditional paradigm set up by universities,path dependence of discipline construction,backward level and form of outreach.In order to promote IHEDZ with the construction of“new university of China”as the traction,it needs to focus on the systematic transformation from community of interest,traditional management,single school running,past discipline,one-way introduction to cultural community,modern governance,multi-agent integration,future-oriented organization,two-way cooperation,etc.
