“长三角城市”环境保护财政支出效率及其影响因素分析

Efficiency and Influencing Factors of Financial Expenditure on Urban Environment Protection for Cities in the Yangtze River Delta

运用DEA-Malmquist模型对长三角25个城市2007—2017年环境保护财政支出静动态效率进行测算,并利用Tobit模型考察了环保财政支出效率影响因素.结果表明,“长三角城市”环保财政支出静态效率普遍不高,且各城市间效率差异明显;效率总体上呈波动上升趋势.人口密度和城市化水平是环保财政支出效率的正向影响因素;经济发展水平、工业化水平、对外开放程度和行政体制环境对环保财政支出效率具有显著负向影响.基于实证分析结果,提出提高环境保护财政支出效率的建议.

DEA-Malmquist model is used to calculate the static and dynamic efficiency of environmental protection fiscal expenditure of 25 cities in the Yangtze River Delta from 2007 to 2017,and Tobit model is used to investigate the influencing factors of environmental protection fiscal expenditure efficiency.The results show that the static efficiency of environmental protection fiscal expenditure in Yangtze River Delta is generally not high,and the efficiency of each city is obviously different,and the overall efficiency is fluctuating and rising.Population density and urbanization level are the positive influencing factors of environmental protection fiscal expenditure efficiency.Economic development level,industrialization level,opening degree,and administrative system environment have significant negative effects on environmental protection fiscal expenditure efficiency.Based on the results of empirical analysis,this paper puts forward countermeasures and suggestions to improve the efficiency of environmental protection fiscal expenditure.
