摘要
流域生态补偿机制是协调流域上下游之间利益的有效途径。本文梳理了国内外流域生态补偿的实践情况及典型案例,重点分析了湖南省流域生态补偿的主要做法、实施成效以及存在的问题,从拓宽资金渠道、探索多元化补偿机制、建立市场化补偿模式、细化相关配套措施等方面提出了改进建议,以期为湖南省完善流域生态补偿机制提供参考。
Ecological compensation mechanismof the basin is an effective way to coordinate the interests between upstream and downstream in a basin.In this paper,the practice and typical cases of watershed ecological compensation at home and abroad are sorted out,and the main practices,implementation results and existing problems of watershed ecological compensation in Hunan are emphatically analyzed.Suggestions for improvement are put forward from the aspects of broadening funding channels,exploring diversified compensation mechanisms,establishing market-oriented compensation models,and refining relevant supporting measures,so as to provide reference for perfecting watershed ecological compensation mechanism in Hunan Province.
