制度创新与自由贸易试验区建设——以福建自贸试验区厦门片区为例

Institutional Innovation and Pilot Free Trade Zone Construction——Take the Example of Xiamen Area of Fujian Pilot Free Trade Zone

该文以福建自贸试验区厦门片区为例,在充分肯定厦门自贸片区制度创新取得成绩的基础上,分析自贸试验区制度创新面临的问题及其原因:制度创新的系统性、集成化有待提升;制度创新中的数据壁垒、监管壁垒有待打破;制度创新的“自主权”有待下放;制度创新的积极性、协同性有待加强;制度创新服务“双循环”有待改善。建议:加强改革的系统集成及顶层设计;立法赋予自贸试验区更多的改革自主权;建设智慧型数字自贸试验区;在风险可控的前提下复制推广制度创新;将自贸区打造成连接“双循环”的枢纽;促进形成“双循环”相互促进的新发展格局。

This paper,taking the example of Xiamen Area of China(Fujian)pilot free trade zone,fully recognizes the achievements it has gained in the aspect of institutional innovation,analyzes the problems it confronts and explores the reasons.The systematicness and integration level is to be improved;the data and supervision barriers are to break down;the decision-making rights are to be given;the initiative and cooperation need to be enhanced and dual circulation of the institutional innovation service is to be improved.Based on its current situation,this paper puts forward the following recommendations:strengthen the top-level design;entitle more autonomy to the pilot free trade zones through legislation;build intelligent digital pilot free trade zones;duplicate and promote institutional innovation within controllable risks;make pilot free trade zones into a pivot to connect"dual circulation"and facilitate new development pattern where domestic and foreign markets can boost each other.
