新型冠状病毒疫情是中国的一次重大突发公共卫生事件,给中国社会与经济带来了巨大冲击。2020年,大连市共发生两波新冠肺炎疫情,在中共中央、国务院和省委、省政府正确领导下,大连全体人民的努力下,疫情防控取得决定性成效。既展现了大连市公共卫生服务建设的成就,同时也暴露了公共卫生治理方面的诸多问题和不足。该文通过展示大连市抗疫成就,分析公共卫生治理的短板和不足,借鉴兄弟城市抗疫经验,提出了加强大连市公共卫生治理能力的十一条对策和建议,以提高应对突发重大公共卫生事件的能力和水平,为保障人民生命安全和身体健康。

The Covid-19 epidemic is a major public health emergency in China, which has brought heavy social and economic impacts. Since 2020, there have been two waves of Covid-19 epidemic striking Dalian. Under the correct leadership of the CPC Central Committee, the State Council, and Liaoning province, as well as the concerted efforts of all people in Dalian, the epidemic has been under effective prevention and control. Through the epidemic, Dalian has shown its urban public health governance capacity. Meanwhile, it also exposes many problems and shortcomings. This paper, through analyzing its achievements in fighting against the covid-19 epidemic, explores Dalian’s drawbacks in terms of public health governance. Coupled with lessons from other cities’ experience to fight against the epidemic, this paper concludes with 11 pieces of advice on strengthening Dalian’s capacity to deal with public health governance, with an aim to improve its ability to cope with major public health events and to safeguard the life and well-being of all people.
