全球产业链重构背景下海南自贸港国际供应链枢纽建设研究

Research on Making the Hainan Free Trade Port International Supply Chain Hub in the Age of Global Industrial Chain Reconstruction

新冠疫情的冲击与中美贸易战的爆发推动各国制造业与投资本土化的加速,加速全球产业链重构。为应对新的机遇与挑战,作为开放“新高地”,海南自贸港建设成为国际供应链枢纽将是提升中国产业全球竞争力的重要举措。该文首先回顾产业链与供应链重构的路径规律,全球产业链重构将会朝着“软化”“先进化”和“绿色化”并存方向发展。其次结合海南省自身优势和国家政策的双重加持,分析了海南自贸港成为国际供应链枢纽的可行性与必然性。最后通过借鉴世界发达港口经验,从供应链视角“产业+贸易+金融+物流”提出促进海南自贸港成为国际供应链枢纽的建设意见。

The impact of the COVID-19 epidemic and the outbreak of the Sino-US trade war promote the acceleration of the localization of manufacturing and investment in various countries,and accelerate the restructuring of the global industrial chain.To cope with new opportunities and challenges,as an open"new height",the construction of Hainan Free Trade Port into an international supply chain hub will be an important measure to enhance the global competitiveness of Chinese industries.This article first reviews the path law of industrial chain and supply chain reconstruction.The global industrial chain reconstruction will develop towards the coexistence of"softening","advanced"and"green".Secondly,combining the advantages of Hainan province and the dual support of national policies,the feasibility and inevitability of Hainan Free Trade Port becoming an international supply chain hub are analyzed.Finally,by drawing on the experience of developed ports in the world,from the perspective of supply chain"industry+trade+finance+logistics",suggestions for promoting Hainan Free Trade Port to become an international supply chain hub are proposed.
