Corrective Mechanism and Influencing Factors of Policy Implementation in Major Environmental Events in China

中国环保政策执行的成效与其纠偏机制之间有着内在联系。基于秦岭别墅事件、祁连山生态破坏事件、腾格里沙漠污染事件、洞庭湖非法矮围事件等案例,借助Nvivo11质性分析软件,可探究中国环保政策执行的纠偏机制,建构影响因素及其作用机理模型。结果显示,媒体压力发动、地方政府执行偏差、中央压力下纠正、地方响应再纠正等因素内嵌于环保政策执行纠偏过程中,形成了中国环保政策的上下结合纠偏机制及影响因素模型。上下结合的纠偏机制对环保政策执行产生显著影响,形成了压力来源、纠偏行动、政治压力、地方顺服的传导过程,提高了解决问题的效率。

There is an intrinsic connection between the effectiveness of China’s environmental policy implementation and its corrective mechanism.Based on such cases as the Qinling Villa incident,the Qilian Mountain ecological destruction incident,the Tengger Desert pollution incident or the Dongting Lake illegal fences incident,Nvivo11 software for qualitative data analysis was applied to explore the corrective mechanism of China’s environmental policy implementation and to construct the influencing factors and their mechanism of action models.The results show that media pressure activation,implementation deviation of local governments,correction forced from the central government,local responded correction and other factors are embedded in the process of correction of environmental policy implementation deviation,thus establishing a correction mechanism with China’s environmental policies from top to bottom and a model of influencing factors.The correction mechanism with combined upper and lower level environmental policies has a significant impact on the implementation of environmental policies,forming the conductive process of pressure sources,corrective actions,political pressure and local obedience and improving the efficiency of problem solving.The research on the mechanism of action of various influencing factors on policy implementation in the corrective mechanism of China’s environmental policy implementation has,to some extent,expanded the depth of the research on the implementation of China’s environmental policies and promoted the effective implementation of China’s environmental policies.
