摘要
基于我国当前贫困问题和贫困理念的发展变化,服务型救助有了发展基础和明确的内涵,即从传统的现金、物质救助向非物质性、专业性与多样化的支持性的服务型救助转变。为此提出了通过建构服务型救助体系将“服务”嵌入社会救助立法的具体路径建议,期望通过理顺制度内外关系,强调社会力量参与,提高受助者责任意识,精准甄别和分类救助等方式来增强服务型救助的针对性和科学性。
In view of development and changes in poverty problems and the idea of poverty,service-oriented assistance has the foundation for development and specific connotation,namely the transition from conventional money-aid or material-aid to non-material,professional and various supportive service-oriented assistance.This paper proposes a specific suggestion on how to embed service into social assistance legislation through building a service-oriented assistance system.It is expected to strengthen the function and scientific features of serviceoriented assistance through clearing the internal and external relations of the system,emphasizing the participation of social organizations and social work,improving responsibility of the service recipients and accurately choosing the recipients and classifying the assistance.
