The Construction and Experience of the Chinese Communist Party's Modern Disaster Reduction and Relief System

20年来,伴随国家综合国力的提升,党在构建灾害救助应急管理体系、完善减灾救灾法律规范、增强灾情信息化管理水平、提高减灾救灾社会化效果、加强防灾减灾宣传与教育、参与减灾救灾国际合作等方面取得了重要成就。同时也积累了坚持以人民为中心的减灾救灾理念、坚信党的领导是减灾救灾的中坚力量、增强抗灾减灾的能力建设是关键、发挥社会主义能够办大事的制度优势等一系列减灾救灾经验,这些成就和经验丰富和发展了中国共产党治国理政建设的能力。

For 20 years, with the development of China’s overall national strength, the Party has made important achievements in building a disaster relief emergency management system, improving laws and regulations on disaster reduction and relief, enhancing the informationized management of disasters, improving the socialized effect of disaster reduction and relief, strengthening publicity and education on disaster reduction and relief, and participating in international cooperation in disaster reduction and relief. At the same time, we have accumulated a series of experience in disaster reduction and relief, such as adhering to the people-centered development philosophy, believing that the Leadership of the Party is the backbone of disaster reduction and relief, strengthening the capacity building of disaster reduction and relief is the key, and giving full play to the institutional advantages of socialism, which enables it to do great things. These achievements and experiences have enriched and developed the CPC’s capacity to build governance.
