边界守护、伦理关涉、本土观照:新时代中国共产党政德建设的方法论进路

Border Guarding,Ethical Concerns,and Local Observation:The Methodological Approach to the Construction of Political Ethics of the Chinese Communist Party in the New Era

党的十八大以来,领导干部政德建设始终是以习近平为核心的党中央常抓不懈的思想政治工作。中国共产党政德建设在历史脉络梳理、核心要义凸显、基本内涵建构、实践要求提出等方面虽取得了一定建树,却需警惕陷入边界淡化、伦理无涉和唯洋是从的范式陷阱中。本文认为,新时代中国共产党政德建设需从三点方法论中开拓研究进路:一是在边界守护的进路中彰显中国共产党政德建设的逻辑自洽性,将理论与实践相结合,坚守理想信念、担当历史使命。二是在伦理关涉的进路中对西方“工具理性”行政体系进行价值反思,在制度伦理和行政伦理中探索中国共产党政德建设的价值旨归。三是在本土观照的进路中为政德建设研究内涵嵌入中国传统文化和历史经验,并进行继承、创新和发展,从而建构起本土话语以言自身。

Since the 18th National Congress of the Communist Party of China,the political and moral construction of leading cadres has always been the unremitting ideological and political work of the Party Central Committee with Xi Jinping at the core.Although the Chinese Communist Party’s political and ethical construction has achieved certain achievements in historical context,core essentials,basic connotation construction,and practical requirements,it needs to be alert to fall into the paradigm trap of diminishing boundaries,ethical non-compliance,and foreign compliance.This article believes that in the new era,the Chinese Communist Party’s political ethics construction needs to open up a research approach from three methodologies:one is to demonstrate the logical self-consistent nature of the Chinese Communist Party’s political ethics construction in the approach of border guarding,combine theory with practice,and adhere to ideals and beliefs,and assume the historical mission.The second is to reflect on the value of Western“instrumental rationality”administrative system in the approach of ethical relations,and to explore the value purpose of the construction of the Chinese Communist Party’s political ethics in institutional ethics and administrative ethics.The third is to embed the research connotation of the construction of political ethics in Chinese traditional culture and historical experience in the approach of local observation,and carry out inheritance,innovation and development,thereby constructing local discourse to speak for itself.
