Space-Time Thinking and Chinese Paradigm to the Construction of Political Ecology of CPC in the New Era

党内政治生态建设关系着政治建设的总体效应,是实现国家治理现代化的基础工程。基于政治生态优化生成的长期性和整体性及其构成要素的系统性和复杂性,需要树立“时空互换”的战略思维,从政党—国家—社会—个体之多主体协同治理的系统工程来推进。对于阶段性部门领域的腐败蔓延问题,需要树立“以空间换时间”的总体战略思维,健全和完善以制度反腐为中轴的现代腐败治理体系,通过“打虎”“拍蝇”“猎狐”行动来削减腐败存量、遏制腐败增量,为全面治本赢得时间;对于在短期内难以有效治理的结构性问题,则需要树立“以时间换空间”的长期战略思维,通过文化倡廉积累廉洁增量来固本培元,以拓展和优化标本兼治的实践空间。由此结合既有“地方性知识”,形成以“法—纪—德”为中轴范式的“同心圆”治理结构,作为中国特色制度反腐和党内政治生态建构的本土理论范式。

The construction of political ecology of CPC is a basic project to realize the modernization of national governance,which is related to the overall effect of political construction.It is necessary to set up the strategic thinking of space-time exchange to build a systematic project from the four subjects of party-state-society-individual with long term strategy.Therefore,it is necessary to establish modern system of anti-corruption as leading platform,and to reduce the stock of corruption and curb the increase of corruption by“fighting tigers”,“flying swatters”and“hunting foxes”,so as to win governance opportunity to the comprehensive treatment in the continuous governance cycle.In terms of reality,structural corruptions are difficult to be effectively governed immediately,so it needs to set up the strategic thinking of“changing time for space”to achieve complete governance.It is of great importance to construct theoretical paradigm of political ecological construction and form a holistic governance structure with Chinese characteristics on the basis of the“local knowledge”.
