铁路托盘循环共用发展模式优化对策探讨

Strategy for the Optimization of Railway Pallet Cycling and Sharing Development Mode

为有效提升多式联运运作效率、降低社会物流成本、驱动供应链创新升级,为充分发挥铁路在综合交通运输中的骨干作用,试点推行铁路托盘循环共用运输模式。通过分析局管内铁路托盘循环共用模式、点对点铁路托盘带盘运输模式和点对点企业托盘带盘运输模式,提出铁路托盘循环共用发展模式优化对策,即:构建铁路托盘循环共用体系,搭建铁路托盘循环共用平台,加强铁路托盘智能升级,完善铁路配套管理制度,有利于促进铁路托盘循环共用模式的推广应用。

Pilot projects on transportation mode with pallet cycling and sharing system are carried out to effectively improve the efficiency of multimodal transportation operations,reduce social logistics costs,drive the innovation and upgrading of the supply chain,and give full play to the backbone role of railways in integrated transportation.This paper analyzes the existing railway pallet cycling and sharing development modes such as railway pallet cycling and sharing within the jurisdiction of the local railway group,point-to-point railway transportation with the railway pallet,and point-to-point transportation with the enterprise pallet,and puts forward the strategy for the optimization of railway pallet cycling and sharing development mode:building the cycling and sharing system,building the cycling and sharing platform,upgrading the railway pallet intelligent development,improving the corresponding regulations.This study helps promote the application of pallet cycling and sharing mode.
