疫情防控背景下小微企业人才共享影响因素实证及对策研究

Factors Influencing Talent-sharing in Small and Micro Enterprises in the Context of Epidemic Prevention and Control

目前,小微企业已经成为推动我国市场经济健康发展的重要组成部分。但长期以来,小微企业高层次人才短缺、用工难、用工贵、信贷资本不足、缺乏核心竞争力等都在一定程度上限制了其发展。尤其是新冠肺炎疫情在全球的蔓延,使得我国很多的小微企业遭受重创,发展困难。因此,本文基于共享理念,探讨疫情防控背景下人才共享模式如何帮助小微企业转"危"为"机"。首先,通过问卷调查归纳分析小微企业人才共享的影响因素;其次,通过因子分析确定了亲属责任、社会意识观念等7个主成分,并对这7个主成分进行了详细地探讨;最后,从创新小微企业人才激励制度、搭建小微企业信息服务共享平台、实现多方主体共同参与的商业发展模式三个维度提出可行性建议,以期改善小微企业人才短缺的现状,提升企业创新能力,帮助其走出发展困局。

At present,small and micro enterprises are playing an important role in promoting the sound development of China’s market economy.But it must be pointed out that the problems of"being difficult to hire high-level talents","the lack of migrant workers","labor cost being on the rise","being short of credit capital"and"lacking core competence"are partly restricting the development of these enterprises.Many of them have suffered a heavy loss during the COVID-19 pandemic.Based on the concept of sharing economy,this paper explores how talent-sharing help small and micro businesses turn"crisis"into"opportunity".Firstly,factors influencing talent-sharing are analyzed according to questionnaire survey.Secondly,seven principal components such as kinship responsibilities and social consciousness are discussed through factorial analysis.Finally,feasible suggestions are put forward in terms of innovating incentive system,building informationsharing platform and realizing participation of multiple parties,hoping to help small and micro enterprises get over the dilemma due to shortage of talents and lack of innovations.
