关于党内法规制度体系的构成,学界依据不同分类标准有不同划分法。应依据新修订的《中国共产党党内法规制定条例》,根据法规调整的不同内容从多维视角可将党内法规制度体系划分成不同部分、多个层次体系。中国共产党重视党内法规制度立法规划建设,特别是党的十八大以来先后出台了两部五年规划,有力推动了党内法规制度体系建设。新时代建立健全党内法规制度体系,要立足于当代中国基本国情,按照中国特色社会主义进入新时代和全面从严治党要求,分清轻重缓急,统筹兼顾,有计划、有步骤地开展工作。

The constituents of Party Rules system can be divided into different parts according to different standards.Based on the revised contents of the newly issued Regulations on the Formation of CPC Party Rules,Party rules can be divided into various parts and multiple layers from multi-perspectives.The CPC attaches great importance to the construction of Party rules system,especially the two five-year plans issued since the 18th CPC National Congress,which have unprecedentedly promoted this process.The establishing and perfecting of Party Rules system in the New Era should set priorities,make overall plans and take systematic approaches,basing it on the actual conditions of China,catering to Socialism with Chinese characteristics in the new era and the requirements of the full and vigorous self-governance of the Party.
