基于卓越绩效管理模式,建立多层级高职院校战略管理系统和包含五大关键步骤的战略管理流程。学校运用科学系统的战略制定方法,综合考虑政策、环境、行业和标杆院校、竞争对手等相关方的信息资源,制定明确的战略目标,并通过层层分解有效落实,解决高职院校战略制定缺依据、举措落地难的普遍问题。

Based on the performance excellence model,the strategic management system of multi-level higher vocational colleges and the strategic management process with five key steps are established.The school uses the scientific system strategy formulation method,synthetically considers the policy,the environment,the profession and the benchmarking college,the competitor and so on related party's information resources,formulates the clear strategic goal,and through the layer decomposition effective implementation,solves the higher vocational college strategy formulation lacks the basis,the initiative landing difficulty universal question.
