“两链融合”与粤港澳大湾区创新系统优化

Innovation Chain,Industrial Chain and Optimization of the Regional Innovation System in the Guangdong-Hong Kong-Macao Greater Bay Area

自20世纪90年代起,区域创新系统逐步成为区域发展和创新研究的重要分析框架。产业链与创新链精准对接是区域创新系统健康、高效运行的内生动力,也是区域创新政策制定与实施的重要视角。从产业维度、创新维度和空间维度出发,基于创新链与产业链对接视角,对区域创新系统的研究进展进行梳理,对推进粤港澳大湾区创新链与产业链深度融合及优化粤港澳大湾区区域创新系统展开探讨,结果表明,粤港澳大湾区建设国际科技创新中心,需要深度促进“两链融合”,拓展多样化的区域创新模式,提升区域协同创新治理水平,不断探索丰富区域创新政策的内容,在全国区域创新中充分发挥好引领作用,进而更好地支撑“一带一路”建设。

Since 1990s,the regional innovation system has gradually become an important analytical framework for regional development and innovation research.The precise connection between the industrial chain and innovation chain is the endogenous driving force for the healthy and efficient operation of the regional innovation system,and it is also an important perspective for the formulation and implementation of regional innovation policies.Starting from the industrial dimension,innovation dimension and space dimension,based on the perspective of the docking of innovation chain and industrial chain,this paper sorts out the research progress of regional innovation system,and promotes the deep integration of innovation chain and industrial chain in the Guangdong-Hong Kong-Macao Greater Bay Area.The conclusion shows that in the future development of the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to improve the governance level of regional collaborative innovation,actively expand diversified regional innovation models,explore and enrich the content of regional innovation policies,and truly implement the“deploy innovation chain around industrial chain,configure resource chain around innovation chain”,Give full play to the leading role in regional innovation and better support the construction of the Belt and Road Initiative.
