Multiple approaches to the Governance Modernization of Private Higher Vocational Colleges in China

实现民办高职院校治理现代化是建设高水平民办高职院校的战略选择和必由之路。首先,建设特色校园文化,通过建设校企融合的职业文化、创新发展的精神文化、高度灵活的制度文化以及优质高效的组织文化,为院校治理现代化提供精神引领。其次,推动制度建设,通过明确办学自主权界限、坚持章程权威性以及建立健全规章制度,为院校治理提供法制依据。再次,构建权力运行机制,横向治理上明确权责,纵向治理上权力下移,推进院校治理结构高效化。最后,提升内涵建设,通过构建多元联合的外部教育质量监控体系和相互协同的内部教育质量保障体系,为院校治理现代化提供质量保障。

Achieving the governance modernization of private higher vocational colleges is the strategic choice and the necessary way to build high-standard private higher vocational colleges.First of all,the construction of characteristic campus culture,through the construction of school-enterprise integration of professional culture,innovative development of spiritual culture,highly flexible institutional culture and high-quality and efficient organizational culture,to provide spiritual guidance for the modernization of college governance.Secondly,we should promote the construction of the system and provide a legal basis for the governance of colleges by defining the boundaries of the autonomy of school operation,by adhering to the authority of the regulations and establishing comprehensive rules and systems.Thirdly,it is necessary to construct the authority operation mechanism,clarify the responsibility of authority in the horizontal governance,shift the power downward in the vertical governance,and promote the high-efficient governance structure of colleges.Last but not least,in order to provide quality assurance for the governance modernization of colleges,we should enhance the connotation construction through the construction of a pluralistic and joint external education quality monitoring system and a collaborative internal education quality assurance system.
