涉重金属电池环境管理现状及对策 被引量:3

Environmental managing status and countermeasures for battery involving heavy metals

摘要 电池行业重金属污染主要存在电池生产使用过程重金属(铅、镉和汞等)使用量大、废旧电池回收率低、再生铅处理能力利用不足和累积环境风险高等问题。提出以下建议:加强技术研发及推广,加快镍镉电池替代;落实铅酸电池生产者责任延伸制度,加强废旧电池回收处理体系建设;加快建立全产业链企业清单管理,加强行业监管力度。 The main problems of heavy metal pollution in battery industry were large amount of heavy metals(such as lead,cadmium and mercury,etc.)in the process of battery production and using,low recovery rate of spent battery,insufficient utilization of renewable lead treatment capacity and high accumulated environmental risks.Following suggestions were put forward:strengthened technology research and development and promotion,accelerated the replacement of cadmium nickel battery;implemented the extended producer responsibility system of lead-acid battery producers,strengthened the construction of waste battery recycling and treatment system;accelerated the establishment of the whole industry chain enterprise list management,strengthened the industry supervision.
