The"Ten Factors"in China's Modernization of the Country

未来5~15年,围绕全面推进现代化国家建设,中国应重点解决"十化"问题。现代化要协同推进经济、政治、社会、生态、文化一体发展,补短板和锻长板一体发展,陆域、海域、空域和网络领域一体发展,规模、速度、质量、结构、效益和安全一体发展;工业化要重点推进工业化和信息化、制造业和服务业、军工制造和民用制造、发展工业化和应对老龄化的融合;"数智化"要积极应对"新技术群"引致的社会革命、产业革命;市场化要处理好有形之手与无形之手、产业政策与竞争政策、公有经济与非公经济的关系;城市化要明确发展方向,创新发展方式,优化规模结构,推进城乡融合;生态化要着力构建生态化经济体系,健全生态化保护制度;全球化要客观应对"逆全球化""去中国化"和"中美脱钩"局势,在全球"四链"竞争中占据有利位置;健康化要系统定义个体健康,并从"三大财富"视角综合求解;老龄化要积极把握老龄化机遇、有效防范老龄化风险;安全化要高度重视经济、科技和外部环境安全,正确处理经济安全和非经济安全的关系。

In the next 5 to 15 years,China should focus on the "Ten Factors" for the development of modernization.China’s modernization should expand the developments of economy,politics,society,ecology,and culture as a whole,integrate the development of shortcomings and forging strong points,integrate the development of land,sea,airspace,and the internet,integrate the development of the scale,speed,quality,structure,efficiency,and safety;industrialization should focus on integrating manufacturing with informatization and servitization,military manufacturing with civilian manufacturing,industrial production with the aging workforce;intelligentize should actively respond to the social and industrial revolutions induced by the "new technology clusters effect";marketization should aim to better handle the relationships between the visible and invisible hands,industry and competition rules,and the public and non-public economies;urbanization should take better-defined goals,more creative development strategies,more optimized structure,and assimilate urban and rural regions;ecologicalization should focus on building an ecological economic system and improving an ecological protection system;globalization should objectively respond to "de-globalization", "de-sinicization" and "de-coupling between China and the United States",get the upper hand in the "Four-Chain Controversy";the "Three-Wealth theory" should be devoted to improving personal well-being based on the system view of individual health;while tackling the problems coming from aging population,China should actively grasp the opportunities and effectively prevent the risks from it;it is important to ensure national security,we should attach great importance to economic security,technological security,and international stability,correctly handle the relationship between economic and non-economic security.
