精准扶贫、人力资本与乡村振兴——基于河北省11个地级市的实证检验

Targeted Poverty Alleviation,Human Capital and Rural Revitalization:Based on the Empirical Analysis of 11 Cities in Hebei Province

基于人力资源开发的视角,探究精准扶贫与乡村振兴间的逻辑关系和衔接机制。选取河北省11个地级市2009年至2018年的面板数据,通过构建乡村振兴指数,对精准扶贫、人力资本与乡村振兴之间的关系进行实证研究。研究发现:第一,精准扶贫对乡村振兴具有基础支撑作用,扶贫资金的投入有助于乡村振兴水平的提升,而精准扶贫政策的实施进一步提升了扶贫资金的产出效率。第二,人力资本是精准扶贫与乡村振兴的重要衔接机制,扶贫资金投入可以通过积累人力资本促进乡村振兴水平提升,精准扶贫政策又进一步强化了这种提升作用。因此,在精准扶贫中应注重对人力资本的精准投资,提高扶贫资金使用效率,为推进乡村振兴提供有力的人才支撑。

To correctly understand and deal with the role of manpower development in the connection between poverty alleviation and rural revitalization is the prerequisite and source of the realization of poverty alleviation and rural revitalization.Based on the unbalanced panel data of Hebei province from 2009 to 2018,this paper constructs a rural revitalization index to explore the linkage between poverty alleviation and rural revitalization.It is found that:firstly,poverty alleviation plays a basic supporting role in rural revitalization,and the investment of poverty alleviation funds helps to improve the level of rural revitalization;secondly,human development is an important linkage mechanism between poverty alleviation and rural revitalization,and poverty alleviation can improve the level of rural revitalization by accelerating the development of human capital;refined management in poverty alleviation can improve the output efficiency of poverty alleviation funds to further strengthen the promotion of human capital accumulation and rural revitalization.
