地方高校创建“一流学科”的瓶颈与路径——基于宁夏大学全国第四轮学科评估的研究

On Bottleneck and Path of Establishing“First-class Disciplines”in Local Universities——Research on the Fourth Round of National Discipline Evaluation of Ningxia University

摘要 学科评估是学科建设水平实际变化的一杆秤,兼具动态性和导向性。一流大学建设的根基是一流学科,激发一流学科活力的引擎应是学科评估。进入新时代,地方高校“学科升级”恰逢关键时刻。以全国第四轮学科评估宁夏大学的评估结果为样本,以“Z14联盟”高校为参照坐标,研究发现地方高校一流学科建设仍面临瓶颈,但机遇远大于挑战。地方高校学科建设“提档提速”,应重视其逻辑链条;统筹学科目标、学科组织、学科文化环环相扣,形成一个系统结构,释放学科贡献力,从而书写好一流学科“奋进之笔”。 Disciplinary evaluation is a scale of actual changes in the level of discipline construction,which is both dynamic and oriented.The foundation of first-class universities construction is first-class disciplines and the engine of stimulating vitality for first-class disciplines should be discipline evaluation.Entering the new era,the“subject upgrading”of local universities coincides with a critical moment.Taking the evaluation results of Ningxia University in the fourth round of discipline evaluation as a sample and taking“Z14 Alliance”universities as a reference coordinate,the study finds that the construction of first-class discipline in local universities still faces bottlenecks,but opportunities far outweigh challenges.Local universities should attach importance to the logical chain of discipline construction,coordinate the discipline objectives,discipline organization and discipline culture forming a systematic structure,to release the contribution of discipline,and endeavor to construct first-class discipline.
