基于分形模型的城市群科技创新服务平台绩效评价 被引量:1

Performance Evaluation of Science and Technology Innovation Service Platform of City Group Based on Fractal Model

摘要 城市群科技创新网络关系日益复杂,与之匹配的科技创新服务体系建设要求也越来越高。建立科学、系统的城市群科技创新服务平台绩效评价体系十分重要。面对城市群科技创新服务平台复杂的系统结构,仅仅利用线性评价方法难以实现从宏观视角对城市群科技创新服务平台复杂系统的整体把控。通过分析城市群科技创新服务平台属性结构的相似性,建立分形模型,实现系统性绩效评价;考虑城市群创新网络、服务网络的匹配性,设计平台绩效评价指标体系及评分规则。实证研究发现,哈长、京津冀、长三角城市群科技创新服务平台具备较好的持久性与记忆性,平台系统存在内在运行效率不高,自身运行活力不足等问题,并给出改进建议,旨在为提升城市群科技创新服务平台绩效提供决策参考。 The science and technology innovation network relationship of city group is becoming more and more complex,and the construction requirements of the matching science and technology innovation service systems are becoming higher and higher.It is very important to establish a scientific and systematic performance evaluation system of science and technology innovation service platform of city group.Facing the complex system structure of science and technology innovation service platform of city group, it is difficult to realize the overall control of the complex system of city group science and technology innovation service platform from a macro perspective only by using linear evaluation method.Therefore,the similarity principle is used to analyze the similarity of the attribute structure of city group science and technology innovation service platform, and the fractal model is built to realize systematic evaluation.Considering the matching of city group science and technology innovation network and service network,the platform performance evaluation index system and scoring rules are designed.The empirical research finds that the science and technology innovation service platforms of Ha-chang City Group, Jing-jin-ji City Group and Yangtze River Delta City Group have good persistence and memory,and the platform systems have problems such as low internal operation efficiency and insufficient operational vitality,etc.Accordingly suggestions are given to solve the problems, which aims to provide decision-making reference to improve the performance of science and technology innovation service platform of city group.
