民宿治安风险分析及治理对策——基于民宿平台、经营者、消费者的研究

Analysis of Security Risk of Homestay Inn and Governance Countermeasures--A Research Based on Homestay Inn Platform,Operators and Consumers

民宿作为互联网时代共享经济背景下的一种新业态,越来越受到旅游消费者的青睐,市场需求逐年递增。从民宿运营的角度来说,涉及工商、公安、消防、住建、卫生等多个部门,与民宿突飞猛进发展相矛盾的是其运营过程中的安全隐患,各地灰色经营状态仍然存在、政府监管缺少有力抓手、第三方网络平台责任缺失、经营者与消费者安全意识薄弱等等。为此,尝试运用风险分析的理论,基于民宿平台、经营者、消费者三个维度,构建起以整体性和标准化为基础且具有动态性和差异性的民宿治安治理对策。

As a new business form under the background of sharing economy in the Internet era,Homestay Inn is more and more favored by tourism consumers,and the market demand is increasing year by year.From the perspective of Homestay Inn operation,it involves many departments,such as industry and commerce,public security,fire protection,housing construction,health and so on.The contradiction with the rapid development of Homestay Inn is the hidden danger in the operation process.There are still“Grey”operation status in various regions,lack of effective government supervision,lack of responsibility of the third-party network platform,and weak safety awareness of operators and consumers.Therefore,this paper attempts to use the theory of risk analysis,based on the three dimensions of Homestay Inn platform,operators and consumers,to build a dynamic and differential governance countermeasure of Homestay Inn public security based on integrity and standardization.
