美国青少年身体活动治理特征与启示

Characteristics and Enlightenment of American Teenagers'Physical Activity Governance

运用文献资料法、案例分析法等,主要依托《青少年体育战略》及相关实践,研究美国青少年身体活动治理特征。美国青少年体育发展的价值导向主要为强调青少年参与的全体性、重视青少年体育的娱乐性、突出青少年身体素养的培养。身体活动治理特征为:多政策规制,形塑社会共治框架;多主体协同,培养青少年运动兴趣;多层次治理,促进青少年全体参与。对我国的启示:以家长为切入口凝聚身体活动治理共识,构建以家校合作为先导的共治模式,以兴趣培养为内核加强教研结合,以“公益+”为重点扩大治理范围。

Based on the Youth Sports Strategy and relevant practices,this paper studied the characteristics of American teenagers'physical activity governance by using the methods of literature review and case analysis.The value orientation of the development of youth sports in the United States is mainly to emphasize all teenagers'participation,attach importance to the entertainment of youth sports,and highlight the cultivation of youth physical quality.The characteristics of physical activity governance are as follows:multiple policies and regulations shaping the framework of social governance,multi-agent coordination cultivating interest in youth sports,multi-level governance promoting the participation of all young people.Enlightenment for China:We should take parents as the entry point to gather consensus on physical activity governance,build a co-governance model based on home-school cooperation,strengthen the integration of teaching and research with interest cultivation as the core,and expand the scope of governance with"public welfare+"as the focus.
