摘要
文章对经济增长目标约束下的低碳经济发展路径进行创新研究,得出以下结论:1)在经济增长的初、中级阶段,低碳经济发展主要依靠技术进步来实现;但随着经济增长逐渐步入到高级阶段,技术进步在低碳经济实现进程中发挥的作用在弱化,而产业结构优化升级的作用在逐步强化;2)当前我国低碳经济的发展对经济增长目标的实现产生了约束作用,但技术进步和产业结构优化升级能在一定程度上降低低碳经济发展对经济增长目标的约束。基于此,文章认为,在经济增长目标的约束下,实现低碳经济的最优路径就是促进技术进步和推动产业结构的优化升级;同时,应制定行业准入低碳标准,加强政策支持力度,提升公众低碳意识的广度和深度,构建和谐的低碳社会。
This paper makes an innovative study on the path of low-carbon economic development under the constraints of economic growth target,and draws the following conclusions:Firstly,in the initial and intermediate stages of economic growth,the development of low-carbon economy mainly relies on technological progress;however,as economic growth gradually enters the advanced stage,the role of technological progress in the realization of low-carbon economy is weakening,while the role of industrial structure optimization and upgrading is gradually strengthening.Secondly,the current development of China's low-carbon economy has a restrictive effect on the realization of economic growth goals,but technological progress and industrial structure optimization and upgrading can reduce the constraints of low-carbon economic development on economic growth targets to a certain extent.Based on this,the paper believes that the best way to achieve low-carbon economy is to promote technological progress and the optimization and upgrading of industrial structure;at the same time,it is necessary to formulate low-carbon standards of industry access,strengthen policy support,enhance the breadth and depth of public low-carbon awareness,and build a harmonious low-carbon society through high-level planning and policy guidance.
