摘要
资历框架的社会认可问题即为资历框架的合法性问题。研究在组织社会学制度学派的理论基础上,以组织及其制度环境为研究对象,以合法性为核心概念,以制度三要素:规制性要素、规范性要素、“文化-认知”性要素为分析框架,对广东与香港的资历框架实践进行比较研究,并为广东资历框架合法性的建设提出建议:寻求政策支持的同时提高政策效度;增加开放性的同时提高专业性;加强能力为本价值观的传播,凝聚共识,并在跨境资历框架场域中加强合作,服务粤港澳大湾区建设。
The social recognition of the qualification framework is the legitimacy of the qualification framework.Based on sociology of organization and theory of institutional economics,the paper explores the two qualification frameworks in Guangdong and Hong Kong,and suggests that they can be more effective when they get more policy support and improvement of policy validity,opennessn,professionalism,values,etc.It is concluded that two framewroks should strengthen cooperation in an attempt to provide more support for the Greater Bay Area.
