基于粤港澳大湾区建设的广州科技教育文化中心功能研究

A Research on Guangzhou City’s Function as a Central City of Technology,Education,and Culture Base on the Background of Guangdong-Hong Kong-Macao Greater Bay Area

当前广州在粤港澳大湾区建设中肩负着更为重要的使命。但与国内外其他中心城市相比,广州科技教育文化中心功能建设面临若干挑战:顶层设计和制度落实相对滞后,体制机制制约较为显著;科技教育文化高端要素集聚能力较弱,缺乏龙头强力引擎;顶尖专业人才储备不足,人才引育能力亟待提高。因此,广州需在以下四个方向进行努力:完善科技教育文化顶层设计和制度供给,建立多主体参与决策咨询审查机制;推动广州高等教育集群发展,构建多元立体化人才培养与引进体系;培育广州高科技龙头企业,打造国际科技创新中心枢纽;集聚岭南文化要素资源,以文化软实力彰显城市形象品味。

Guangzhou plays a crucial part in the construction of Guangdong-Hong Kong-Macao Greater Bay Area.Guangzhou is facing many challenges with respect of top-level design,systems,mechanism and integration of technology,education,and culture.There is also some room to be improved in terms of high-end talents and cultivation of professional talents.Therefore,following measures need to be taken:improve the development of top-level design and systems,and establish a policymaking consulting mechanism with multiple subjects;promote cluster development of higher education,and construct a multidimensional system of the cultivation and introduction of talent;cultivate high-tech leading enterprises,and make Guangzhou as a sci-tech innovation center;amass the resources of culture of Lingnan,and show the city’s spirit.
