服务型政府理念下的公安警务改革探究

服务型政府是一种以“公民本位、社会本位和权利本位”为导向的新型社会治理模式,是经济发展,社会进步的必然产物。其在理念上践行“全心全意为人民服务”的宗旨,坚持群众主体地位;在管理方式上,注重采取多样化方法,实现“刚柔并济”;在职能履行上,侧重对政府职能重点进行调整,将过去片面追求经济效益调整为着重加强对公共事务的管理。在此理念指导下开展的警务改革有助于提高公安行政管理效能和服务水平,更好满足群众热切需求,构建警民良性互动机制。目前,警务改革在推行过程中暴露出许多问题,包括基层公安机关思想观念陷入误区,法律法规不健全,体制机制滞后,职能履行与服务方式不到位以及服务领域局限,难以契合群众需求等等。为此,公安机关可以通过树立正确理念,提高主动服务意识,健全法律法规,推进制度建设,优化服务职能,创新服务方式以及护航企业发展,听取群众心声等途径建立起系统化、全覆盖的公安机关服务管理体系,最终实现全面深化改革的伟大目标。

As a product of economical and social development,the service-oriented government is a new model of social gov⁃ernance directed by the citizen,society and power.In theory,it follows the purpose of“serve the people wholeheartedly”and ad⁃here to people’s main status.In the way of managing,it focuses on a diversified approach to achieve"just soft".In the perfor⁃mance of functions,its emphasis is on the adjustment of the focus of government functions,and the adjustment from the past onesided pursuit of economic benefits to strengthen the management of public affairs.The police reform carried out under the guidance of this concept which can help to improve the efficiency and service level of public security administration,to meet the eager needs of the mass better,and to construct a positive interaction mechanism between the police and the people.At present,the police re⁃form exposed many problems,such as the misunderstanding made by the grass-roots public security,flaws in current laws and regu⁃lations,the institutional mechanism that lags,the function of performance and service mode,the limitation of the service area,and the difficulties to meet the needs of the mass.To this end,the public security organs can establish a systematic and full-covered management system by establishing a correct idea,improving service awareness,perfecting laws and regulations,promoting service functions,innovating service methods,escorting enterprise development,and listening to the voice of the people,and so on.
