湖南省推行农村“一村一辅警”建设的路径选择

The Way of Implementing“One-Village-One-Auxiliary-Police System”in Hunan Rural Areas

“一村一辅警”是新时代筑牢“平安乡村”建设的重要力量。自2018年湖南省“一村一辅警”建设以来,取得了基层综合警力大幅增强,发案率逐年下降,破案率上升,群众安全感、满意度不断提高的效果。2019年和2020年“一村一辅警”建设两度写入湖南的《政府工作报告》中。但湖南省“一村一辅警”建设在法律依据、管理体制、运行机制、保障机制等方面还存有问题,因此,需要通过完善相关法律法规、理顺管理体制、建立健全运行机制、强化保障等路径来完善湖南省“一村一辅警”建设,以促进“一村一辅警”制度可持续、规范化发展。

The“one-village-one-auxiliary-police system”is an important force in building a“safe village”in the new era.Since the building of“one-village-one-auxiliary-police system”in Hunan province in 2018,the comprehensive police force at the grass-roots level has been greatly enhanced,the crime rate has decreased year by year,the crime detection rate has in⁃creased,and the people'sense of security and satisfaction have been continuously improved.The construction of“one-villageone-auxiliary-police system”was twice included in the“Government Work Report”in Hunan in 2019 and 2020.However,there are still some problems in legal basis,management system,operation mechanism,safeguarding mechanism and so on.In order to make“one-village-one-auxiliary-police system”sustainable and standardized,it is necessary to perfect relevant laws and regula⁃tions,sort out the management relations,establish and improve the operation mechanism,and strengthen safeguarding.
