中小企业友好政府采购的多重并发因果关系与多元路径探究--基于模糊集定性比较分析

Research on Multiple Conjunctural Causation and Multiple Configuration of SMEs Friendly Public Procurement:Based on fsQCA Approach

中小企业友好政府采购是促进中小企业发展的有效政策工具之一,然而对于如何提高其实践水平仍探究不足。通过模糊集定性比较分析(fsQCA)对法规政策激励、非政府利益相关者激励、单位领导支持、法规政策的知识、相关益处的知识如何交互影响公共机构的中小企业友好政府采购实践进行探讨,发现引致高水平中小企业友好政府采购实践的五种前因构型并可归为三类:内外并重(法规政策激励与知识配合)型、外部激励(法规政策激励)型以及内部激励主导(单位领导支持)型。因此,地方政府及公共机构应更加重视中小企业友好政府采购的前因因素的组合。

SMEs friendly public procurement(SFPP)is one of the effective policy tools to promote the development of SMEs,however,it is still insufficient to explore how to improve their practical level.The fuzzy-set qualitative comparative analysis(fsQCA)was applied to discuss how regulations and policies motivation,non-governmental stakeholder motivation,top management support,knowledge of regulations and policies,and knowledge of related benefits interacted affect the SFPP practice of public sectors and five configurations leading to a high level of SFPP practice are found,and future divided into three modes:Equal emphasis on internal and external(regulations and policies motivation and knowledge cooperation),external motivation(regulations and policies motivation)and internal motivation oriented(top management support).Therefore,local governments and public sectors should pay more attention to the combination of antecedent factors of SFPP.
