Constructing Dual Preventive Mechanism for Network Operation of Urban Rail Transit

为建设并应用城市轨道交通网络化运营双重预防机制,以深圳市地铁为研究对象,提出了符合深圳地铁运营特征的运作模式,并开展了安全风险分级管控和隐患排查治理工作。通过制作岗位安全风险告知卡、绘制安全风险四色图、建立隐患排查与治理台账、建立安全风险信息管理系统等措施,保障城市轨道交通系统安全稳定运行。建立的双重预防机制涉及风险和隐患管理全过程,可为其他地铁公司开展双重预防机制建设提供参考。

In order to construct and apply the dual prevention mechanism of the network operation of urban rail transit,taking Shenzhen metro as the object,an operation mode that conforms to the operation characteristics of Shenzhen metro was put forward,and safety risk grading management and hidden dangers treatment are carried out.Ensure the safe and stable operation of Shenzhen metro by making post safety risk information card,drawing safety risk four-color map,establishing hidden danger checking and management ledger,and building safety risk information management system.The dual prevention mechanism involves the whole process of risk and hidden danger management,and its achievements and experience can provide reference for other metro companies to carry out the dual prevention mechanism construction.
