国家与社会关系视角下基层社会治理的逻辑和路径

A Discussion of the Logic and Path of Primary-level Social Governance:From the Perspective of the Relationship between State and Society

国家与社会的关系是观察和研究社会治理的重要视角。在中国社会转型的过程中,国家与社会的关系经历了单一主体管治、以政代社管理和政社互动治理三个阶段,不断适应社会发展并形成具有中国特色的基层社会治理体系。面对当前日益复杂的社会治理局面,只有正确把握国家与社会关系的逻辑规律,才能准确定位基层社会治理主体的角色和责权,从而加快政府职能转变,激发社会组织活力,促进良性互动,为实现国家治理体系和治理能力现代化提供思路与启示。

The relationship between state and society is an important perspective to observe and study social governance.In the process of the social transformation of China,the relationship between state and society has gone through three stages,that is,governance by a single subject,governance by the state which substitites the society,and governance by the cooperation of the state and society.During the process,the state has continuously adapted to social development and gradually formed a primary-level social governance system with Chinese characteristics.Confronting the increasingly complicated social governance,only by handling properly the logical laws between state and society can we define correctly the roles,responsibilities and rights of the social governance subject on primary level so as to speed up the transformation of government functions,inspiring social organization vigor,promoting positive interactions,and providing some ideas and enlightenment to realize the modernization of state governance system and capability.
