基于DEA-Malmquist指数的粤港澳大湾区科技创新效率评价研究

Research on the Efficiency of Technological Innovation in the Greater Bay Area of Guangdong-Hong Kong-Macao Based on DEA-Malmquist Index

为科学评价科技创新系统配置效率,构建良好的科技金融环境,本文采用DEA-Malmquist指数方法,基于2014~2019年粤港澳大湾区10个城市的面板数据,构建评价指标体系,对科技创新效率进行静态和动态分析,测算科技创新效率并揭示其内在原因。研究结果表明:(1)粤港澳大湾区的科技创新生产率稳步提升;(2)技术进步是促进科技创新生产率上升的关键因素;(3)不同城市的科技创新效率变化存在差异,规模效率对技术效率的提升起到明显的阻碍作用,因而抑制了科技创新效率水平。

As the surroundings about technology finance has gained growing significance,a model pertaining to the scientific evaluation could be considered as resort to improved its environment.Taking the panel data about 10 cities in the Greater Bay Area of Guangdong-Hong Kong-Macao(GBA)from 2014 to 2019,based on the DEA-Malmquist index method,this paper constructs the technological innovation efficiency index system,measures the technological innovation efficiency and analyzes its influencing factors and causes by taking both static and dynamic analysis.There are three aspects of results given from the analysis:(1)the productivity of technological innovation in the GBA has been steadily increasing;(2)technological progress is the key factor corre⁃sponding to the improvement of technological innovation productivity;(3)apparent differences can be witnessed in contrasting the quantified results between technological innovation efficiency of the cities.Moreover,scale efficiency is inversely related to techno⁃logical innovation efficiency,so that low technological innovation efficiency is caused.
