智慧城市试点工程对要素流动与高效集聚的影响研究

Research on the Impact of Smart City Pilot Project on Factor Flow and Efficient Agglomeration

基于演化经济地理理论由微观企业、中观产业、宏观区域3个层面分析试点工程对要素流动与高效集聚的影响关系。进一步利用2003~2017年中国225个地级及以上城市建立面板数据模型,运用双重差分模型检验试点工程对要素流动与高效集聚的政策效用。再通过分批检验、内生性检验(倾向匹配得分、安慰剂检验)、稳健性检验与异质性分析、边际效用分析等方法确保研究结论的精确性与可信性。研究发现:第一,智慧城市试点工程能够显著地促进城市间的要素流动,发挥城市辐射带动作用;第二,智慧城市试点工程能够显著地促进城市的高效集聚,提升城市的综合竞争优势;第三,智慧城市试点工程的政策效用并不会受到城市科技创新综合水平异质性的影响,可推广性、因地制宜的政策实施是发挥政策效用的关键因素,城市规模对试点工程的边际效用提升起到决定性作用。

Based on the theory of evolutionary economic geography,this paper analyzes the impact of the pilot project on the flow of factors and efficient agglomeration from three levels:micro-enterprise,industrial meso,and regional macro.The study further used 2003~2017 China's 225 prefecture-level cities and above to establish a panel data model,and used a double difference model to test the pilot projects policy effect on factor flow and efficient agglomeration.Then through batch testing,endogenous testing(propensity matching score,placebo test),robustness testing and heterogeneity analysis,marginal utility analysis and other methods to ensure the accuracy and credibility of research conclusions.The study found that:First,the pilot project of smart cities can significantly promote the flow of elements between cities and play a driving role in urban radiation.Second,the pilot project of smart cities can significantly promote the efficient agglomeration of cities and enhance their comprehensive competitive advantages.Third,the policy effectiveness of the smart city pilot project will not be affected by the heterogeneity of the city's comprehensive level of scientific and technological innovation.The promotion and adaptability of local policies are the key factors to play a role in the policy.The city's scale is decisive for the pilot project’s marginal utility.effect.
