The compilation background,application scope,compilation concept and chapter arrangement of Shanghai Urban Road Fine Management Guidelines(hereinafter referred to as Guidelines)are introduced.The definition of fine management is defined,in which the main technical essentials of slow traffic,public traffic,pavement quality,auxiliary facilities,traffic management,road excavation and daily maintenance are analyzed in order to be helpful for the use and promotion of Guidelines.
