市县国土空间规划体系建构研究——安徽省马鞍山市空间规划实践

建构统一的空间规划体系是中央全面推进深化改革的一项重要内容,通过近年来"多规合一"、空间规划等相关工作,各市县已积累了大量的市县空间规划实践经验,自然资源部的成立标志着国家空间规划体系改革进入新的时期。基于此背景,以安徽马鞍山空间规划为例,分析安徽省如何建立省级空间规划、马鞍山市空间规划、马鞍山各县空间规划的三级空间规划体系,解析各级空间规划的工作重点、管控方式和规划传导机制,总结其实践经验。

The construction of a unified spatial planning system is an important part of the central government's comprehensive promotion of deepening reform.In recent years,cities and counties have accumulated a lot of practical experience in urban and county spatial planning through"multi planning integration"and spatial planning.The establishment of the Ministry of natural resources marks a new era in the re-form of national spatial planning system.Based on this background,taking the spatial planning of Ma'anshan City in Anhui Province as an example,this paper analyzes how to establish a three-level spatial planning system of provincial spatial planning,Ma'anshan City Spatial Planning and Ma'anshan County spatial planning in Anhui Province,analyzes the work focus,control mode and planning communication mechanism of all levels of spatial planning,and summarizes its practical experience.
