“年径流总量控制率”计算问题刍议——以泉州市中心城区海绵城市总体规划为例

摘要 在国家住建部大力推广下,我国"海绵城市"建设方兴未艾,而《海绵城市建设技术指南》中的"年径流总量控制率"的公式设计却显得过于简单,不分我国南北差异、地区差异情况,似有不妥。基此,以泉州市中心城区海绵城市总体规划为例,参考比较了沣西新城、厦门等地的部分水文情况,探讨"年径流总量控制率"公式存在的不足,并提出若干建议。 The construction of the sponge city in China is flourishing with the vigorous promotion of the Ministry of Housing and Urban-Rural Development. However, the formula design of "volume capture ratio of the annual rainfall" in the "Technical Guide for Sponge City Construction" is too simple, regardless of the north-south and regional differences in China. Based on this, and taking the overall planning of the sponge city in Quanzhou downtown area as an example, this paper compared some hydrologic regime in Fengxi New City and Xiamen, etc., explored the formula shortcomings of "volume capture ratio of the annual rainfall", and put forward some suggestions.
