构建国内国际双循环新发展格局的思考

Consideration on Building the New Two-cycle Development Pattern of Domestic and International

“十四五”时期我国发展仍处于重要战略机遇期,超级全球化进入下半场,冲突对抗风险上升,世界经济进入了长期停滞阶段,建设社会主义现代化国家新征程全面开启。大国经济要以国内大循环为主体,开放大国要以推动国内国际双循环相互促进为首要,构建双循环新发展格局。在国内大循环方面要坚持供给侧结构性改革、扩大内需和投资、创新驱动、加快推进区域协调发展和新型城镇化建设;在国内国际双循环方面要深耕东亚、“一带一路”、美欧生产网络交互推进、提升双循环产业链供应链现代化水平、构建跨境创新网络等。“十四五”时期要实施双循环自贸区战略,胸怀两个大局,使得国内自由贸易试验区与国际自由贸易区相互促进,处理好双循环的十大关系,统筹好发展与安全、政府与市场、开放与自主、共享与发展博弈关系,构建高质量双循环自贸区网络。因此,要落实好双循环这项长期战略部署,明确构建双循环新发展格局的目标、重要任务和作用路径,打造全球高端要素集聚流转的综合枢纽和战略纽带,充分发挥好有效市场和有为政府的作用。

During the 14th Five-Year Plan period,China's development is still in an important period of strategic opportunities.The world economy has entered a period of long-term stagnation.Super globalization has entered the second half,the risk of conflict and confrontation has risen,and a new journey to build a modern socialist country has been comprehensively launched.Major countries should focus their economies on the domestic cycle,and major countries that are open should give priority to promoting mutual promotion of the two cycles in order to build a new pattern of development featuring both cycles.In terms of domestic circulation,we should adhere to supply-side structural reform,expand domestic demand and investment,promote innovation-driven development,and accelerate coordinated regional development and the building of a new type of urbanization.In terms of domestic and international double circulation,it is necessary to deepen the development of east Asia,"One Belt And One Road",promote the interaction of production network between Europe and Europe,upgrade the modernization level of double circulation industrial chain and supply chain,and build cross-border innovation network."14th Five-Year Plan period"should implement the strategy of binary free trade,with two overall situation,make the domestic free trade area and promotes the international free trade area,deal with the ten binary relations,development and security,the government and the market as a whole good,open and independent,sharing and development game relationship,so we will build a network of high-quality double-cycle free trade zones.Therefore,it is necessary to implement the long-term strategic plan of the double cycle,define the goals,important tasks and functional paths of building a new development pattern of the double cycle,build the comprehensive hub and strategic link for the aggregation and circulation of high-end elements around the world,and give full play to the role of effective markets and effective governments.
